The whole idea sounds positively revolting to Sherlock. He knows very well that, for a district teen, he's lived a life of fair privilege by being a victor's brother and growing up in District Two. He's heard from rumor and seen from the telescreens that other districts don't fair as well and that many of the people out there starve, or live a life of dehydration and death. Sherlock has never wanted, not really.
